Rocky Dewbre - President & COO

At the forefront of the leadership team at MSP, Rocky joined Mansfield Service Partners in 2020 as President and Chief Operating Officer. He has over 25 years of experience in the downstream energy sector. He previously served as CEO of Empire Petroleum Partners LLC and as CEO of Susser Petroleum Partners LP. He received an MBA at the University of Texas at Austin, and a BBA in Accounting and Management Information Systems at Texas Tech University.

Brian Cannon - Senior Vice President, Corporate Development & CFO

Brian Cannon joined Mansfield Service Partners in 2021 and serves as Senior Vice President, Corporate Development & CFO. Brian works in all divisions with a focus on both organic and inorganic P&L growth and process improvement. Brian has over 20 years of experience within the midstream and downstream energy sector. He worked for TransMontaigne as SVP, Marketing and Arthur Andersen LLP in their Business Process Outsourcing department. He has extensive experience in both the commercial as well as the finance and accounting aspects of the business. He received a BBA in Finance from the University of Texas at Austin.

Tom Horvatits - Senior Vice President, Specialty Fueling Services

Tom Horvatits is Senior Vice President for Mansfield Service Partners, where he oversees the
P&L, daily operations, and sales efforts of the Specialty Fueling Services division. Tom has been in the fuel and lubricant industry for 15 years. Prior to joining O’Rourke and Mansfield, he was Vice President for Tropic Oil in Miami, Florida.

Larry Cekella - Senior Vice President, Lubricants and Environmental Services

Larry Cekella joined Mansfield Service Partners, Senior Vice President of Lubricants and Environmental Services in May 2020. As leader over the lubricants and environmental services businesses, Larry is focused on accomplishing Mansfield Service Partners rapid growth strategy. Larry holds a BS in Engineering and has over 25 years’ experience within the industry delivering growth.

Steven Cannon - Vice President, Select Environmental

Steven Cannon serves as Vice President for Select Environmental, overseeing the business’s P&L, daily operations, and sales efforts. Steven joined Select Environmental in July of 2023, bringing with him more than 30 years of environmental and industrial services experience. Steven has a degree in Marketing from Oklahoma State University.
